In other words, the transfer back to SharePoint reassigns new ID values to all items, closing the previous gap.

Caution Based on the way the SharePoint and Access treats the ID field when they transfer information back and forth, I would not recommend using the autoincrement ID field in the issue tracking list as a lookup field or a linking field to another list, because the values could change if someone exports the list to Access and then imports it back to SharePoint.
